Blanchard et Acalin ont remis en question le consensus international selon
lequel l’investissement direct étranger est « un bon flux », tandis
que les investissements en portefeuille sont des flux volatils et leurs
retombés sur l’économie restent ambigus.<o:p></o:p></span></div>

les auteurs ont relevé trois faits qui suggèrent que l'IDE mesuré est en fait
très différent de celui que les décideurs imaginent.<o:p></o:p></span></div>

été observé que la corrélation entre les entrées et les sorties des IDE dans ce
panel de pays émergents est étonnamment élevés en avoisinant 51%</span></i></b><i><span style="font-family: "Book Antiqua","serif"; font-size: 12.0pt; line-height: 115%;">.</span></i><span style="font-family: "Book Antiqua","serif"; font-size: 12.0pt; line-height: 115%;"> Un
préalable raisonnable serait que cette corrélation devrait être proche de zéro
ou même négative: Si un pays est, pour quelque raison, plus attrayant pour les
investisseurs étrangers, il n'est pas évident que les investisseurs nationaux
voudraient investir à l'étranger. <o:p></o:p></span></div>

de ce résultat peut être que la corrélation ne reflète qu’une tendance commune
pour les deux séries sans pour autant qu’il y ait un lien entre les deux
séries. Cela joue un rôle mineur car même si les entrées et les sorties d’IDE
sont corrigées en les rapportant à la tendance du PIB, elles présentent une
corrélation de 33% dont six pays ont une corrélation dépassant 60%. <o:p></o:p></span></div>

<span style="font-family: "Book Antiqua","serif"; font-size: 12.0pt; line-height: 115%;"> La seconde explication est que les facteurs
saisonniers sont probablement en jeu. Cela ne semble pas non plus impacté les
résultats. La corrélation moyenne entre les entrées et les sorties d'IDE ajusté
des facteurs saisonniers, est de 33%. Cinq pays ont toujours une corrélation
supérieure à 60%. <o:p></o:p></span></div>

est que la corrélation est l'implication
de l'équilibre sur le marché des changes. Ainsi, l'ajustement du taux de change
peut conduire à une corrélation positive entre les entrées et sorties d'IDE.
Par exemple, <b><i>une augmentation des entrées d'IDE peut conduire à une
appréciation, ce qui rend plus attrayant pour les investisseurs nationaux à
investir à l'étranger, et donc conduire à une augmentation des sorties d'IDE.</i></b>
Cet effet peut être en partie à l'œuvre. <o:p></o:p></span></div>

<span style="font-family: "Book Antiqua","serif"; font-size: 12.0pt; line-height: 115%;">La quatrième explication
est que la corrélation reflète la couverture des risques. Une couverture simple,
pour une entreprise qui investit dans un marché émergent, consiste à emprunter
auprès du marché domestique par sa filiale et à réinvestir les fonds à la société
mère, couvrant ainsi le risque de change découlant de l'investissement initial.
<b><i>Dans ce cas, l'afflux d'IDE vers un marché émergent sera égalé par une
sortie d'IDE de ce pays.</i></b> <o:p></o:p></span></div>

<b><i><span style="font-family: "Book Antiqua","serif"; font-size: 12.0pt; line-height: 115%;">La deuxième
observation qui ressort de ces données est que les entrées d'IDE sur les
marchés émergents répondent positivement à une baisse du taux directeur des
États-Unis. </span></i></b><span style="font-family: "Book Antiqua","serif"; font-size: 12.0pt; line-height: 115%;">A priori, on devrait s’attendre à ce que
les flux d'IDE ne réagissent pas beaucoup, voire pas du tout, aux variations de
la politique monétaire eux Etats-Unis, c'est-à-dire que l'effet devrait être
proche de zéro. <o:p></o:p></span></div>

<span style="font-family: "Book Antiqua","serif"; font-size: 12.0pt; line-height: 115%;">Dans la même lignée, les
auteurs ont trouvé que la réponse des flux d’IDE aux variations du taux
d’intérêt est plus forte que la réponse des flux de portefeuille dans le panel
de pays émergents. Ces résultats sont très frappants et ils sont cohérents avec
la constatation d'une corrélation élevée entre les entrées et sorties d’IDE. <o:p></o:p></span></div>
<div class="MsoNormal" style="text-align: justify;">
<span style="font-family: "Book Antiqua","serif"; font-size: 12.0pt; line-height: 115%;">Troisièmement et bien que
les résultats de différents pays de l’échantillon pointent vers la même
direction, il existe des différences dans l’ampleur des corrélations et des
réponses aux variations du taux d’intérêt. <b><i>Les auteurs estiment qu’à ce
titre la législation en termes de taxation et contrôle de capitaux jouent un
rôle important pour expliquer les disparités entre pays</i></b>. En guise
d’illustration les auteurs ont pris l’exemple de la Hongrie. L'une des raisons
pour lesquelles la Hongrie a une corrélation aussi forte entre les entrées et
les sorties d'IDE s'explique par le fait qu'elle a un traité fiscal bilatéral
avec les États-Unis. Cela signifie que les résidents de pays tiers peuvent
bénéficier de ces traités en passant par un investissement en Hongrie. Cette
pratique permet à de nombreuses entreprises d'utiliser la Hongrie comme un
moyen de transport de fonds vers les États-Unis.<o:p></o:p></span></div>

observations précédentes, les auteurs concluent par rappeler que les flux d'IDE
vers les économies émergentes ne semblent pas désigner des flux de caractère de
long terme, comme on l’a cru pour longtemps, ce qui appelle à la fois les
chercheurs et les décideurs à relativiser lorsqu’il s’agit de l’évaluation de l’investissement
direct étranger.<o:p></o:p></span></div>

with all the difficulties that go with, how to ask a questions about the
plausibility of approach used, how to go further and extend the model, etc.
Always, when reading an article we tend to have the impression of that we can
do the same easily. But when engaged really in the work lot of difficulties
arises, which are challenging and of course learning-enhancing</span><span lang="EN-US">.</span><span lang="EN-US"><o:p></o:p></span></span></div>

Different Classes of Macroeconomic Models’, he underlined the need for
different classes of macro models for different tasks. Two classes of models
are considered. First, theoretical models that are micro founded and are intended
to clarify theoretical issues within a general equilibrium setting, like DSGE
models. Second, policy models that might not be micro founded and aimed at
analyzing specific issues related to the macroeconomic policy. Blanchard
describes the finding of one model that can respond to both uses as a pipe
dream. <o:p></o:p></span></div>

expressed my surprise vis-à-vis the proposition of separation between
theoretical and policy models. The aim of science is the unification, I think,
rather than separation. If we look at physics, the efforts of all scientists
are oriented to understand and consequently to provide theories to what they
observe. In line with this observation, I believe that macroeconomics, like
physics or any other science, should have the objective of unifying what we
observe and what we theorize. In favor of this claim, one can notice that
macroeconomics is very young science. At the end, there is still a long way to
go to achieve this. <o:p></o:p></span></div>

un document fondateur, Blanchard et al. (2015) ont souligné qu’au cours des 40
dernières années, les récessions dans les pays avancés ont été associées
souvent à une croissance plus faible au lendemain des crises. Les
interrogations sur les causes de ce constat sont de deux natures. D’abord, la
croissance potentielle s’affaiblie suite à un retournement de cycle économique,
traduisant une insuffisance de l’offre qui soit due à une panoplie de
facteurs : faibles gains en productivité, hausse des inégalités sociales,
vieillissement de la population active, globalisation, rareté des matières
premières, destruction de capital productif, dépréciation du capital humain des
chômeurs et une baisse drastique de l’investissement. Ensuite, l’output gap devient
anormalement persistant, ce qui révèle
une incapacité à faire converger l’économie vers le plein emploi. La crise
économique et financière de 2008, ne faisant pas exception, a donné lieu à une
sévère récession qui se caractérise par une reprise anormalement lente
(Summers, 2013 et 2014 ; Rawdanowicz et al., 2015), où les économies avancées
se sont plongées dans un environnement de croissance faible et de taux
d’intérêt proche de zéro, et le seront encore sur un horizon indéfini (Summers
et al., 2016). D’où l’hypothèse d’une stagnation suffisamment durable pour être
déclarée « séculaire ».<o:p></o:p></span></div>
<div class="MsoNormal" style="line-height: 150%; text-align: justify;">
<span style="font-family: "book antiqua" , "serif"; font-size: 12.0pt; line-height: 150%;"> L’hypothèse de stagnation séculaire a été pour
la première fois évoquée en 1938 dans un
discours de Hansen qu’il publiera en 1939 dans un article intitulé « Economic
Progress and Declining Population Growth ». Ce dernier s’inquiète alors d’un
investissement insuffisant aux États-Unis et d’un déclin de la population après
une longue et forte période d’expansion économique et démographique.
L’hypothèse de stagnation séculaire s’interprète comme une abondance d’épargne
entraînant une baisse du taux d’intérêt réel « naturel » (celui compatible avec
le plein emploi) en dessous de zéro. Or, si le taux d’intérêt réel reste durablement au-dessus du taux naturel, il en
résulte un déficit chronique de demande globale mais aussi d’investissement ce

telle configuration, les autorités monétaires ont donc choisi, dès le début de
la crise aux États-Unis, et avec plus de retard en Europe, une politique accommodante
avec une baisse du taux directeur. En effet, une telle politique est censée
réduire les taux d’intérêt nominaux et donc soutenir l’activité économique avec
une relance de l’inflation, ce qui dans tous les cas réduit le taux d’intérêt
réel puisque, rappelons-le, il est égal au taux nominal moins l’inflation. Mais
en atteignant la borne zéro du taux d’intérêt directeur nominal, la politique
monétaire conventionnelle atteint sa limite d’action. De ce fait, les banques
centrales ne peuvent forcer les taux d’intérêt à être très négatifs sinon les
agents privés auraient tout intérêt à conserver leur épargne en billets de
banque. Dès lors, la très faible inflation observée, voire la déflation,
crédibilise d’autant plus l’hypothèse d’une stagnation séculaire. <o:p></o:p></span></div>

associée à un surendettement des ménages qui s’est traduit durant la crise par

rationnement du crédit engendre une baisse de la demande et une abondance
d’épargne. Dès lors, le taux d’intérêt réel d’équilibre diminue. Les autorités
monétaires, pour contrer la faible inflation associée à la chute de la demande
doivent alors réduire leur taux directeur, mais une telle politique n’est bien
sûr possible que lorsque le taux nominal associé pour garantir l’obtention de
la cible d’inflation reste positif, c’est-à-dire si le taux d’intérêt n’a pas
atteint la borne zéro. Si tel est le cas, alors la politique monétaire
conventionnelle devient inactive en atteignant la ZLB. Dans une telle
configuration, la cible d’inflation ne peut plus être atteinte, ce qui mène
l’économie vers une zone de faible inflation, voire même de déflation. Dans ce dernier
cas de figure, la rigidité nominale à la baisse des salaires se traduit par un
renchérissement du coût réel du travail et donc par une baisse de la demande de

des capitaux qui, désormais, accuse une offre supplémentaire de l’épargne. Cette
baisse du taux d’intérêt naturel implique des pressions sur la politique
monétaire afin d’abaisser le taux directeur, car sinon au cas où le taux
directeur est au-dessus du taux naturel la demande se déprime. Ainsi, la
